Pelaksanaan Program Usaha Kesehatan Sekolah (UKS) Di Puskesmas

Abstract


Pelaksanaan Usaha Kesehatan Sekolah (UKS) di Sekolah Dasar diharapkan mampu  menjadi salah satu wadah dalam meningkatkan kemampuan dan keterampilan peserta didik dalam rangka membentuk perilaku hidup sehat. Pelaksanaan UKS belum dapat berjalan sesuai dengan harapan pemerintah akibat adanya keterbatasan sarana prasarana, kurangnya kepedulian lintas sector, SDM terlatih yang minim, serta belum optimalnya  dukungan dari orang tua siswa dan masyarakat.  Tujuan penelitian ini adalah untuk menganalisa pelaksanaan Usaha Kesehatan Sekolah (UKS) di Kota Banda Aceh. Jenis penelitian mixed method (kuantitatif – kualitatif) dengan desain penelitian Sequential Explanatory. Subjek penelitian adalah petugas UKS dari puskesmas dan petugas UKS sekolah dasar  negeri di kota Banda Aceh. Data dikumpulkan dengan kuesioner dan wawancara mendalam. Pengumpulan data dilakukan mulai tanggal 27 November-21 Desember Tahun 2018. Pengolahan dan analisa data menggunakan analisa statistik deskriptif serta proses analisis menurut Miles dan Huberman. Hasil penelitian menunjukkan bahwa Pelaksanaan UKS Sekolah Dasar Negeri di Wilayah Kerja Puskesmas Kota Banda Aceh belum sesuai dengan harapan, dimana kajian situasi, peran pengurus sekolah, dan peran peserta didik berada pada kategori paling rendah yaitu tidak sesuai harapan (x<100),  kemampuan kelembagaan dan kompetensi petugas serta kuantitas dan kualitas tenaga terlatih masih tidak sesuai harapan (x<100). Pelaksanaan kegiatan UKS di SDN Kota Banda Aceh dilaksanakan melalui kegiatan Trias UKS (pendidikan kesehatan, pelayanan kesehatan, dan lingkungan sehat) yang terjadwal dan melibatkan kerjasama antara petugas UKS puskesmas dan sekolah. Hambatan dalam pelaksanaan UKS mencakup kurang optimalnya kerjasama antar sektoral, kurangnya tenaga terlatih, beban kerja yang tinggi, serta dampak issue kesehatan yang bertentangan sehingga menyebabkan berbagai kegiatan UKS menjadi terhambat dalam pelaksanaannya. Diharapkan dinas Kesehatan dapat lebih optimal dan aktif dalam pelaksanaan program UKS secara rutin dan berkesinambungan, melakukan monitoring evaluasi terhadap program serta meningkatkan kerjasama lintas sektoral.

Abstract

The implementation of the School Health program in elementary schools is expected to become one of the associations in improving the abilities and skills of students in order to perform healthy behaviors. The implementation of school health program has running inadequality in accordance with the expectations of the government, due to limited infrastructure, lack of cross-sectoral care, lack trained human resources, and minimum support from parents and surrounding communities. The purpose of this study was to analyze the implementation of School Health program in Banda Aceh. The type of research is mixed method (quantitative-qualitative) with Sequential Explanatory Design. The participant of this study were coordinator of shools health unit from the health center and the coordinator of schools health unit at elementary schools in Banda Aceh. Data was collected by questionnaires and in-depth interviews. The research from this study was conducted from 27 November to 21 December 2018. Data processing and quantitative analysis using descriptive statistical analysis and qualitative analysis by Miles and Huberman.The results showed that the implementation of shools health program in elementary schools Banda Aceh has not been running optimally. The situational review, the role of the school management and the role of students are in the lowest category  (x<100). Institutional capacity and staff competency as well as the quantity and quality of trained personnel are still perform well  (x<100). The implementation of shools health unit activities in elementary schools in Banda Aceh was carried out through three health unit activities (health education, health services, and healthy environment) with collaboration between health unit coordinators school in puskesmas and health unit coordinators school in elementary school are regular visit and routine activities. The obstacles at the implementation of health school unit in elementary schools are less in inter-sectoral cooperation, lack of trained personnel, high workload, and the impact of conflicting health issues that have caused various of health school unit activities to perfom optimally in its implementation. It is expected that health department at puskesmas should be perfom optimally and actively in implementing the health schools unit program regularly, through monitoring evaluation of the program should be increasing cross sectoral cooperation.
