KAJIAN KAPASITAS PENGETAHUAN KEBENCANAAN PADA TIM DISASTER RUMAH SAKIT UMUM DAERAH dr. ZAINOEL ABIDIN MENGGUNAKAN PENDEKATAN BERBASIS MANAJEMEN PENGETAHUAN (KNOWLEDGE MANAGEMENT)

Abstract


Abstrak: Pengalaman Rumah Sakit Umum Daerah dr. Zainoel Abidin sebagai korban bencana tsunami pada tahun 2004 menuntut Tim Disasternya untuk dapat mengelola pengetahuan kebencanaan sehingga tercapai respon penanganan bencana yang maksimal. Penelitian ini berupa knowledge audit yang bertujuan untuk mengidentifikasi  knowledge asset, knowledge flow, membuat  knowledge maps dan menemukan gap berdasarkan knowledge vision organisasi  menggunakan pendekatan knowledge management dari Nonaka. Partisipan penelitian adalah seluruh anggota tim disaster rumah sakit. Metode penelitian adalah metode kualitatif dengan pendekatan fenomenologi. Analisis data menggunakan analisis tematik disertai penyesuaian dengan teori  Nonaka berupa SECI , ba, dan Knowledge Assets. Hasil penelitian menunjukkan lemahnya semua bagian SECI  dengan gap berupa  jarang bicara bencana, proses organisasi yang tidak sehat, budaya organisasi  yang menghambat proses berbagi knowledge, dukungan pimpinan yang tidak adekuat, bukan sebagai pekerjaan utama, konsep bencana eksternal yang dominan, terbatas kepentingan akreditasi, terbatas pada penguatan kapasitas pengetahuan individu, kesulitan membedakan tanggung jawab (tim disaster, K3, patient safety), aplikasi ilmu yang terbatas, dan mutasi personil yang tinggi. Abstract: Experience of General Hospital dr. Zainoel Abidin as victims of the tsunami disaster in 2004 demanding disaster teams to be able to manage the knowledge of disaster in order to achieve maximum response disaster management. This study is a knowledge audit aimed at identifying knowledge assets, knowledge flow, create knowledge maps and find the knowledge gap by organizational vision using knowledge management approach of Nonaka. Participants study were all members of a team of hospital disaster. The study method is qualitative method with phenomenological approach. Analysis of data using thematic analysis with adjustment for Nonaka's theory in the form of SECI, ba, and Knowledge Assets. The results showed the weakness of all parts of SECI with the gap in the form of rarely spoke disaster, organizational processes unhealthy organizational culture that inhibit the process of sharing knowledge, leadership support is not adequate, not as the main work, the concept of disaster dominant external, limited interests of accreditation, limited on strengthening the capacity of the individual's knowledge, the difficulties distinguishing responsibility (disaster teams, K3, patient safety), science applications are limited, and the high mutation personnel.
