PENGARUH HAMBATAN SAMPING TERHADAP KINERJA JALAN DI PERSIMPANGAN TIPE Y (Studi Kasus Simpang Pelor - Meulaboh)

Abstract


Abstract:Meulaboh city has several intersections or junction one of them is Simpang Pelor Meulaboh which have 3 arms signalized between National Road, Iskandar Muda Street, and Teuku Umar Street. The problem statements in this research are how to determine side barriers, adequacy for parking space and the shape of corner at the outer side of the road, traffic volume and the level of service road. The purpose of the study are to estimate how complex side barriers, adequacy for parking space and the shape of corner parking, traffic volume and also the level of service to road performances. The method based on MKJI 1997. Based on the results weighted frequencies of occurrence the side barriers "high", with a weight of events National Road 650/hour, Teuku Umar Street 655/hour and Iskandar Muda Street 625/hour. The capacity of the parking lot placed on the position boundary lines and building in the form of angle parking position 300, with the amount of two-wheeled vehicle 6,397 units four-wheeled and six-wheeled 674 units. Traffic volumes occurred on Wednesday with a green and missing time 16 seconds while the time cycle 119 seconds, for National Road (saturation flow 1,342 smp/hour, the volume of traffic flow 255 smp/hour, green time 26 sec, capacity 291 smp/hour and average on delay 20.685 sec/smp), Teuku Umar Street (saturation flow 1,271 smp/hour, the volume of traffic flow 434 smp/hour, green time 46 sec, capacity 496 smp/hour and average on delay 24.988 sec/smp), while for Iskandar Muda Street (saturation flow 1,342 smp/hour, the volume of traffic flow 288 smp/hour, green time 31 sec, capacity 329 smp/hour and average on delay 21.582 sec/smp), the degree of saturation of each arm numbered at 0.88. Related to the result analysis shows the level of service E, where the flow unstable due to the volume of traffic was almost at capacity with speeds sometimes stalled.

Abstrak:Kota Meulaboh mempunyai beberapa pertemuan jalan atau persimpangan salah satunya Simpang Pelor Meulaboh yang bersinyal memiliki 3 lengan jalan antara Jalan Nasional, Jalan Iskandar Muda dan Jalan Teuku Umar.Rumusan masalah dalam penelitian bagaimana menentukan hambatan samping, kebutuhan ruang parkir serta bentuk sudut parkir di sisi luar badan jalan, volume lalu lintas dan tingkat pelayanan terhadap kinerja jalan. Tujuan penelitian memperkirakan seberapa besar hambatan samping, kebutuhan ruang parkir dan bentuk sudut parkir, mengevaluasi volume lalu lintas serta tingkat pelayanan terhadap kinerja jalan. Metode yang digunakan berdasarkan MKJI 1997. Berdasarkan hasil frekwensi berbobot kejadian hambatan samping ”tinggi”, dengan bobot kejadian Jalan Nasional 650/jam, Jalan Teuku Umar 655/jam dan Jalan Iskandar Muda 625/jam. Kapasitas lahan parkir di tempatkan pada posisi garis sempadan bangunan dalam bentuk sudut 300 posisi parkir, dengan jumlah kendaraan roda dua 6.397 unit sedangkan roda 4 dan roda enam 674 unit. Volume lalu lintas terjadi hari Rabu dengan waktu antar hijau dan waktu hilang 16 detik sedangkan waktu siklus 119 detik, untuk Jalan Nasional (arus jenuh 1.342 smp/jam, volume arus lalu lintas 255 smp/jam, waktu hijau 26 det, kapasitas 291 smp/jam dan tundaan rata-rata 20,685 det/smp), Jalan Teuku Umar (arus jenuh 1.271 smp/jam, volume arus lalu lintas 434 smp/jam, waktu hijau 46 det, kapasitas 496 smp/jam dan tundaan rata-rata 24,988 det/smp), sedangkan untuk Jalan Iskandar Muda (arus jenuh 1.342 smp/jam, volume arus 288 smp/jam, waktu hijau 31 det, kapasitas 329 smp/jam dan tundaan rata-rata 21,582 det/smp), yang derajat kejenuhan setiap lengan berjumlah sama 0,88. Terkait hasil analisis menunjukkan tingkat pelayanan E, dimana arus kurang stabil karena volume lalu lintas berada hampir pada kapasitas dengan kecepatan terkadang terhenti.
